When you approve a design, not before. You design first: your concepts and rounds of changes are free, with a preview watermark. You pay once, at approval, and everything is included.

Yes, up to three concepts and three rounds of changes. They carry a preview watermark and cannot be approved or downloaded until you pay. ELRO sets limits on free work. If you reach one, or the free places for the month have run out, ELRO tells you in plain words and offers to approve with what you have or to take payment first.
